UKNIAF VFM support to third-party monitorĀ

The Project

The UK Nigerian Infrastructure Advisory Facility (UKNIAF) Monitoring and Review Panel programme was a four year programme that aimed to improve infrastructure services in Nigeria. It was funded by the UK Foreign, Commonwealth and Development Office (FCDO) and implemented by Tetra Tech.  Through UKNIAF, consultancy services were made available to government ministries and agencies involved in the direct planning and delivery of infrastructure or the development of mechanisms or transactions involving private sector financing of infrastructure. The technical assistance provided was based on demand from the government and based on the three areas of the power sector, the Federal road network and infrastructure financing through Public-Private Partnerships (PPPs) and federal capital budgets. 

A Technical Review Panel, led by Montrose International and funded by FCDO, supported the delivery of the UKNIAF programme. LAMP Development was brought in to offer technical expertise for the Value for Money component of the Technical Review Panel. This included reviewing the VFM indicators and ensuring they reflected the Nigerian context and the FCDO standard 5Es framework as well as conducting a VFM assessment.
