
Midterm evaluation of pan-African programme Developing Excellence in Leadership, Training and Science (DELTAS II) and Monitoring, Evaluation and Learning (MEL) Review
DELTAS Africa II (2023–2027) is a US$70 million initiative to develop research leadership, strengthen institutions, and produce high-quality health research, supported by Wellcome and the UK’s Foreign and Commonwealth Office (FCDO) and implemented by the Science for Africa (SFA) Foundation. The initiative addresses Africa’s most pressing health challenges, including nutrition. DELTAS supports 14 pan-African consortia, focusing on infectious diseases, data science, and public health.
LAMP led the midterm evaluation and MEL review for DELTAS II Africa. The MEL review involved 14 consortia led from 9 African countries, namely Côte d’Ivoire, Ethiopia, Ghana, Kenya, Mali, Senegal, South Africa, Tunisia and Zimbabwe. Methodological approaches included primary and secondary data collection (quantitative and qualitative methods). Before qualitative insights were sought a thorough literature and document review was conducted. This secondary data collection and synthesis was then used to shape and inform qualitative interviews. Secondary and primary data considered multiple contexts across Africa and captured insights and evidence that was used to inform approaches for localization. This LAMP review led to an overhaul of the DELTAS Monitoring, Evaluation, Accountability and Learning (MEL) framework and guidelines. Both primary and secondary data shaped the final MEL review documents and evaluation report.
