SROI evaluation of eMPDSR Lagos, Nigeria

Nigeria

The Project

Evidence for action (E4A) seeks to improve maternal and newborn survival through a combined focus on evidence, advocacy and accountability in Nigeria and two sub-Saharan African countries. One of its interventions is the strengthening of Maternal and Perinatal Death and Surveillance Response (MPDSR) in Lagos State, Nigeria. The MPDSR is a qualitative, in-depth investigation into the causes of, and circumstances surrounding maternal or perinatal deaths that occur in health facilities. In May 2017, this paper-based process was digitized to improve the quality of maternal and newborn health services and outcomes in Lagos State.

E4A commissioned LAMP to conduct a Social Return On Investment (SROI) evaluation of the digitization of the Maternal Perinatal Death Surveillance and Response (eMPDSR) system in Nigeria. SROI is a framework for measuring and accounting for the broader impact of an intervention. It involved evaluating the digitization of the MPDSR based on opinions of key stakeholders and analysis of expected outcomes. During the study, stakeholders were identified, outcomes were mapped, these outcomes were evidenced and given a value, the impact of the intervention was established and the SROI ratio was calculated. The SROI methodology was used because it captures the range of opinion from different stakeholders that have been involved in the implementation of the digitization process.

Impact

  • Findings from the study informed decisions on programme implementation to improve VFM
  • Evaluation identified several ways to improve the digitized data collection and analysis
  • Through use of Social Return on Investment methodology we could consider stakeholders’ perceptions of value

Client Testimonial

  • The framework was very well received by the team. The engagement was carried out in a planned, consultative and thorough manner.  LAMP’s communication style, interaction with partners, response timeliness are all excellent.

    - Solar Nigeria Programme (SNP)
  • LAMP’s project objectives were achieved, and we received positive feedback from DFID on the final output. The report led to some interesting discussions with DFID and between partners. The number-crunching and the organization of data was excellent. I think we worked very well together. Jennifer and Susie were always prompt and responsive.

  • Lamp Development provided expertise to help shape our VFM Approach. They worked in a collaborative style, built a strong working relationship with staff and produced practical outputs which is exactly what we asked for. The outputs have already been used by our Project Managers to improve how we report VfM within on-going projects and words have also been included to increase our VfM scoring within bids. Thanks for all the help!

  • We worked with LAMP for an evaluation of an adolescent suicide prevention project in Kazakhstan. LAMP were very professional in defining the scope of the cost-effectiveness stream of work, in dealing with the client, and in delivering within a quick time-frame when the data did arrive! We would work with them again.

    - Health Team Leader, Itad
  • The analysis LAMP made on the case study was very useful for the implementing partners and for users of the report to see the impact of the interventions in monetary and statistical terms. The benefits of both interventions were clearly seen. LAMP were very proactive in data collection and were flexible with regards to challenges in obtaining required data; they were quick to come up with alternative methods to capture data and were able to make use of the limited data available.

ARISE NTD Coverage Evaluation – Cost Analysis

Neglected Tropical Diseases (NTD) can be prevented, controlled, and eliminated by an appropriate combination of interventions, if appropriate tools and commodities are available. A fundamental step for monitoring the success of NTD programmes is to know the coverage of preventive chemotherapy distribution. The Children’s Investment Fund Foundation (CIFF) commissioned Kantar to conduct a coverage evaluation […]
