The Project

The Global Fund is a worldwide movement to defeat HIV, TB and malaria and ensure a healthier, safer, and more equitable future for all. In order to eliminate these three diseases, formal and community health systems and responses need to be strengthened. As such, the Global Fund’s 2023-2028 strategy aims to maximise people-centered, integrated approaches which enable the development of resilient and sustainable systems for health (RSSH).

To better understand, operationalise, and measure its investment in health systems strengthening, the Global Fund’s Strategy Committee and Technical Evaluation Reference Group (TERG) mapped its RSSH investments and reviewed the tools and approaches used to monitor and track them. The TERG and the World Health Organization (WHO) identified three specific objectives for this activity. These were 1) to critically evaluate what differentiates RSSH investments from the Global Fund’s other areas of investment; 2) to estimate the degree of investment in health systems at global and country level; and 3) to understand how these investments align with domestic and government investments and national health priorities.

Our Role

Starting in June 2022, LAMP Development worked in partnership with ITAD to conduct the Global Fund RSSH investments mapping exercise. Following early submission of an inception report, the LAMP-ITAD team engaged with stakeholders from TERG and WHO to jointly refine the key mapping questions and methodologies. Between September and October 2022, LAMP and ITAD collated and analysed data. This was followed by a validation workshop with the Global Fund Secretariat, TERG, and WHO in November 2022, in which the emerging findings and recommendations were discussed. LAMP and ITAD delivered a final report which built on the feedback and discussions of the consultative process.

Impact

  • The strategic and operational recommendations developed by the LAMP-ITAD team are now being prioritised by the Global Fund to help ensure that its RSSH investments are delivering the greatest impact in the fight against HIV, TB and malaria.
